Biography
Karim Niraoui is a seasoned compliance and regulatory affairs executive with over 25 years of experience in the financial sector, spanning corporate, private, and retail banking, as well as asset management. He currently serves as Chief Compliance Officer for HSBC Continental Europe – Luxembourg Branch and Regional Head of Regulatory Compliance for the European Union, where he also acts as the legal representative of the branch. He is an approved key function holder (Chief Compliance Officer and MLRO) by the CSSF and a member of the Executive Committee, with full governance responsibility vis-à-vis the CSSF and ACPR.
In his current role, Mr Niraoui leads all regulatory engagements with the ECB, CSSF, and ACPR, managing core supervisory processes including the SREP, on-site inspections (OSIs), and thematic reviews. He advises the Board of Directors and senior management on compliance and conduct risk matters and plays a key role in the strategic steering of new business models, cross-border restructuring, product governance, and regulatory implementation. He ensures consistent application of key EU regulations including MiFID II, CRD/CRR, MAR, DORA, SFDR, and AMLD across HSBC’s continental European network.
Prior to this, Mr Niraoui held regional leadership roles in the Middle East and North Africa for both HSBC and Standard Chartered, where he was responsible for managing regulatory compliance frameworks, driving conduct transformation, handling regulatory inspections, and liaising with multiple supervisory colleges and industry bodies. Earlier in his career, he served as Head of Compliance for France, Germany, and Italy at Fortis Investments, where he was a registered RCCI (Responsable de la Conformité et du Contrôle Interne) with the Autorité des marchés financiers (AMF) in France. He also established and led compliance functions in Luxembourg and managed regulatory relationships across several EU jurisdictions.
Mr Niraoui holds a Master's degree in Commercial Engineering from HEC Liège and has completed professional certifications including ACAMS and the Cambridge Institute for Sustainability Leadership Certificate in Sustainable Finance. He is fluent in French, German, English, Arabic, and Italian, and holds German, Luxembourgish and Moroccan nationalities.
