Biography
Natalie Westerbarkey is certified as board director by ILA in Luxembourg and Deutsche Börse in Germany and has about 25 years international experience in the financial and regulatory sector.
She joined ICMA – the International Capital Markets Association - in June 2024 and is Managing Director, Co-Head of the Market Practice and Regulatory Policy team and Executive Committee Member. In her role she promotes the safe functioning of fixed income markets globally and engages on behalf of more than 600 members with public sector stakeholders and other trade associations.
Prior, she worked as Director and Head of EU Public Policy at Fidelity International based in Luxembourg and Brussels for 6 ½ years from November 2017 until April 2024. During that time, she was also appointed for more than 5 years as board director, then board chair of Fidelity's legal entity that oversees the fund distribution across Europe, a CSSF-approved and regulated activity. Her responsibilities covered public policies related to the asset management industry, engagement with clients, policy makers, industry and speaking at conferences. She actively represented Fidelity in associations, such as EFAMA where she engaged for more than 5 years in the Investor Education Platform as Vice-Chair then Chair. Her focus areas included pensions, global fund distribution, ESG/sustainable finance, EU Green Deal as well as related international policy developments in the US, UK and Asia.
Before, she worked at ADIA, the Abu Dhabi Investment Authority and was based in the Middle East for 3 years. She held responsibilities across regulatory risk, compliance and public policy activities and lead a project assessing the impact of climate change on investments across asset classes chaired by the CIO. Prior she was Director at Citigroup in London working for almost 9 years across roles in Government Affairs, Client & Sales Management and the Investor Business. Before, she worked at Clifford Chance in London as a lawyer, at the European Commission in Brussels and as a lawyer in Germany.
Ms Westerbarkey qualified as a judge in Germany in March 2002. She completed an Executive MBA with distinction at Bayes (former Cass) Business School in London in 2011 focusing on asset management and fund distribution in EU and Asian markets. She received an award as best student for the LLM master degree in International Investment, Banking and Trade Law at Oxford Brookes University in 2005. She holds a certificate from Yale School of Management/EDHEC in investment management & risk from 2018/2019, an International Compliance Officer Certificate from CLL in 2015, and completed management trainings held by Harvard Business School and INSEAD Business School. Due to her parents’ international career, she was born and raised in Latin America.
